A content management system is a "backend" to a database driven site. If you want to add news, update products etc there are two ways -
Manually edit the HTML code (hard, takes a lot of time and training)
Use a CMS (easy, requires no more training than what is needed to use a web based email system such as Hotmail - it is that easy.)
